Engineer To Speak On Conducting Business In Iraq April 22

Gary Foster, vice president of Stanley Consultants, Muscatine, Iowa, will deliver a University of Iowa College of Engineering Seminar at 4:30 p.m. Thursday, April 22, on "Engineering Iraq for the Future" in the Rockwell Collins Conference Room, Room 3111 of the Seamans Center for the Engineering Arts and Sciences. The talk is free and open to the public.

Foster, who will share his views on reconstruction challenges and opportunities, recently returned from Iraq, where he and his company are engaged in a variety of projects. The Stanley Group, which includes Stanley Consultants, provides engineering, environmental, and construction services worldwide. Foster has responsibility for marketing Asia, Africa and the Caribbean, and is project principal on transportation and energy projects.

His work, which has taken him to 95 countries and all seven continents, has ranged from building a water treatment facility in Australia to setting up power transmission lines in Zaire. He was assigned to Iraq in September 2003 to serve as assistant team leader for the energy sector for the reconstruction of Iraq under the Coalition Provisional Authority and Program Management Office in Baghdad.

Foster says that he and his colleagues faced daunting questions last October when they arrived in a country torn by war, strife and years of neglect. He cites examples of the many questions he faced: "In what manner are the funds best expended given their scarce resource? And on what type of projects (should funds) be spent first? Second? Are airports more important than roads? Are roads more important than water supplies? And what about health issues? Schools?"
