IOWA CITY, Iowa -- Lucia Shunkwiler, a certified legal secretary from Sioux City, and Craig Payne, the chief building inspector for Polk County from Des Moines, were honored as Mom and Dad of the Year during the pre-game show of the Iowa-Ohio State football game on Oct. 21.
